Same issue: no cats, dogs, or horses appear in a new save created today (no CC, no mods.) Play on Mac. Deleted that save, exited app, repaired game, reloaded and had the same issue in new save. Mayor Whiskers and Captain Whitaker also do not appear in Manage Households. Randomly generated strays and ghost pets still spawn after spending time in the neighborhood/cemetery lot.
