Same thing happening in a brand new game for me.

For the latest expansion I wanted a completely fresh start, and so I removed all my older games before installing the latest pack. Also did repair and cleared appropriate caches. I don't use mods.

Edited: just to add I'm on a Mac. I also have every pack, kits etc installed.
