I have this same exact issue. I just got CD and HR recently and this whole time I thought it was on purpose for some reason. The households do not have pet thumbnails other users are reporting. The only way I even knew was because I noticed their household description mentioned them. Cats, dogs, and horses aren't under "not in world" for me either, it's like they never existed.
Also, somewhat related, after I found out you can turn on Adoptions in Neighborhood Stories for Played Sims, as soon as I did, all of their households were maxed out with pets like a week later... 4 sims sharing a 2-bdr apartment do not need 3 horses and a dog, so I turned it back off, gave them all food bowls etc because they didn't have any for some reason, and distributed some excess throughout other households.
So far, my only experience with any npc animals outside of the Fenchwick Fair has been 1) not present when expected, and 2) in excess when not expected =[
credenza27 I typically micro-mange pet/horse adoptions for non-played Sims. I have some houses with stables and pet equipment for those houses. and set all pet/horse adoptions as off. On the households I want to adopt pets/horses, I individually set them to be allowed to adopt. Once they have, I return them to unable to adopt.
A bit of a moot point until I'm able to play again, but I didn't realize this was an option. What setting is this and where might I find it? I would really enjoy having this ticked and avoiding all the horse adoptions in unsuitable places. Thank you. :)
Which reminds me to turn them off too, totally forgot this setting existed until the two of you reminded me. ALSO do note that in my screenshots it's actually disabled, that's due to being as you can see in the "My Households" section. "Unplayed Households" are a separate settings! :D
