This has been ongoing for a while now, and I've seen other players mention the issue but not here.
As you can see I have Pet Clothing selected, and it only shows one outfit (from My First Pet) when it's supposed to show every clothing and accessory item for pets (when appropriate i.e. the pet is a cat, large dog, small dog or horse.)

This bug has been annoying and a bit frustrating to say the least since I have cc that doesn't use the specific categories and they no longer show up in game. I thought just clicking on Outfits would show everything, not two or three items.
do you see them if you click on the subcategories ? Sounds like this issue: Accessories and makeup tabs only show assets from first category | EA Forums - 11929650 for makeup (thought the pets have their own thread already but couldn't find it)
Yes I do see them when clicking on individual sub categories
