I've noticed this when I have a woohoo bush on the lot. They are constantly after it looking for treasures/feathers or what not and then they come out dirty. If you bath them, they go back to the woohoo bush then get dirty again - can happen multiple times a sim day if you keep bathing the dog.
This is why I don't place a woohoo bush on a lot where I'm playing a family with a pet.
