I usually play in 2-3 sims households, and while 1-2 sims' needs work normally, one of them always has them on green, full, and won't decay, and if they do, after a few minutes they go back to been full and green again. I don't play with any mods so I know that's not an issue here. It also happens on all of my saves.

did you use any cheats to freeze needs ? There's so many ways you can make your needs not go down so anything you can think of for the specific Sims ?
Also what platform are you playing on ?

No, I barely use cheats, much less in every household I managed. I've played with 3 households and in every one of them it's happened with one of them sims in the household, and it varies, so it's not always the same sim. I play on pc
