When in CAS saving a relationship to partner (with the cheat cas.fulledit) it does not save. Well, it does, but not when going back to the game.

I play on pc. For testing I created a new save file with no mods and repaired the game.

I couldn't find any other reports on cas edits that won't go through to change a sim to a spouse, specifically, so I am posting here. I had two instances like this. One my sim's spouse died but cas would not let her have a new spouse, only a partner (would them being vampires make a difference?). The other was two sims living together but not married who had a child. When I tried to make them spouses in cas I saw them showing as sisters and in the new family tree they show as half-sisters. I do not use any mods or cc.
I am having a similar issue, however, it seems to be affecting more than just CAS, as with the new Royalty and Legacy pack, every time my sims woohoo, they get a sentiment that they've seen each other doing something scandalous. They also won't autonomously perform romantic interactions with each other, and my sims continue to get calls from other sims that my sims should consider a relationship with each other even though they are already in a relationship.
I do have Lumpinou's RPO mod in my mods folder, but I've been playing with mods off since before I started this save. I did remove the mods entirely and tried to adjust the relationship again, but that also hasn't worked.
