Have had this issue for months now. PC, no mods, no cc. Moved houses and now cows and animals are stuck. Tried moving sheds, buying new sheds, buying new animals. Happens with multiple different households. Sometimes I can assign them and after a while get the “call out” and/or “trade for” option. I can trade and receive payment but the animals remain stuck. Calling them out doesn’t do anything and then the option disappears. So frustrating. Please fix this!
