Having this same issue too(PC with no mods or CC in vanilla saves).
I only discovered it after playing with my vanilla saves with no mods or CC installed and turned off in settings.
Discovered when trying to find a house on the gallery if it had an animal shed bulldozing the lot moved the cow/llama to household inventory and when placing a new shed assigning either to the shed nothing happens and you can't place the cow or llama from the household inventory
