This has been happening to me too for at least a couple months (started happening at the same time I started having an issue with paint by reference going blank and photos going black). I’m so irritated about it! Cross stitch by reference and paint by reference are some of my most use game play for creating memories as I have a long running legacy save and it’s the only save I really play .
i play completely vanilla on a laptop and have never ever used mods or cc. I’ve tested so many different things trying to figure out a cause and/or workaround with no luck. All cross stitch, paint by reference, and photos that were taken before this bug started happening are still fine.
the latest update I have installed is the December update. I didn’t do the January one after seeing reports of how it ruined all photos / paint by reference for many people instead of fixing it.
