I am having this exact issue. The grocery stand is fine but the garden stand will not open. Both Agnes and Agatha are wandering around the village, it shows them as being the stand owners, but neither will open the shop - nor can my sim click to do shop-interactions with them (which used to be a thing I could do with stand owners if the stand was technically open but they'd stepped away temporarily). It's so frustrating because my farming household is 1 rare plant away from having the full collection and I'm sure they could purchase it from the Crumplebottoms if they'd just open up!
