This is happening in my game as well Agnus and Agetha are in the villlage and marked as the shop owners but it is never open and someone else is running the grocery store. This is both my modded and unmodded game. It never used to be like this. Ive only just started going back to henford for the festivals and spotted this bug. Even the mayor is replaced with another NPC and it is a different NPC every festival
