I managed to get my game fixed and missing sims were replaced. I just started a new game with no mods. Looked for the sims that were causing me problems ( The crumblebottoms ,Kim Goldbloom , and the Mysteries merchant Wylan something ) And saved them to my library. reloaded my game with mods and removed the crumblebottoms that were not working from the game and put the saved sims onto an empty lot and evicted them ( Waylon in Ravenwood and goldbloom and crumblebottoms in Henford. Removed them from played households. Now the garden store works and the mysteries merchant is back in my game. Hope this helps
