I've got this problem and i've been doing some investigation/play testing. For me it's broken on a specific save. I tested using different households and worlds but Agatha or Agnes still didn't tend the shop (like other people, the grocery shop is working fine). I removed mods and repaired my game but it had no effect. When I loaded a different save, everything was fine. Annoyingly, the family i'm playing with in henford on bagley are running a farm and i'm trying to graft all the hybrid plants so the garden shop was going to be a huge asset 🤦♀️😭 looks like i'm playing with luck from seed packets
