Discovery Quests won't go away/Constant Messages popping up

I have a rather large household, and at first assumed the discovery quests kept popping up because a new Sim in my household needed to complete it themselves, but in my single household Sim, it's the same! Every time they leave their home lot, the SAME 2 discovery quests keep coming up. Mainly the Skillful Sims about learning a social skill. When the quest is completed, it says rewards have already been given. I've completed them probably a dozen times by now and cannot anymore because my Sims have already reached the max skill level in the "new" quests. I've turned off quests in settings and reset the game and the problem continues.
