Yes, this began happening for me after the 2/25 game update. I long ago completed the discovery quests, but now the same 3 keep popping up. Whether I complete them or terminate them, they inevitably come back in a few minutes. Offending Discovery Quests:
- Lifelong Aspirations
- Using Your Phone
- Skilling Up
