Yes, it's difficult to test because the game doesn't always behave consistently in the restaurants and the Sims often don't stay seated in their chairs.
I have the impression that, when I click on “do not allow any more guests”, the guests who have already been given a table but have not yet ordered, leave the restaurant. Those who already have food, stay - usually.
But that would not be what is desired with this function. I would like to serve the guests who are already there - even those who have not yet ordered, I just don't want any more to come afterwards. but if I use this function, many of them leave the restaurant.
