Per "Needs Info" here is where my game is at present.
The latest patch seems to have fixed the absent Vendors/glitched food stand problem for me. All three Vendors (ThrifTea; HS and Ubrite) show up as they should.
ThriftTea holds only one Contest at a time and the shop is populated once again by Teens.
Ubrite/Darby's Den seems to function as it should too now (Art Guild, Debate Club, Creativity Celebration, Tea & Poetry, Cram for the Exam) and the Vendors leave & arrive on schedule and the only time it generates more Sims than the one you are playing is when Debate Practice is being held - which is what it should do. Happily, the Vendor is there when it does that now.
I'll keep testing this and I'm still following the thread. I don't know why this isn't everyone's experience - I haven't bought any new content since last October so maybe it has to do with the release of Life & Death, Hobbies etc.
Hope they get it fixed soon!
