Well, after trying everything possible to fix this ( removing mods, repairing the install, debugging the worker, adding new stations) I had to turn to mods to bypass this issue.
LittleMsSam's Auto Employee mod and replacing the high school cafeteria objects with the University ones results in students actually getting to eat as vendors show up on the lot. This also bypasses the fee to hire them. Edit: You do need to keep one high school cafeteria vendor station though, otherwise the game gets huffy. Weirdly enough, the vendor for that station randomly shows up with the mod and actually stays for a whole shift.
On the plus side, more food variety and they can have a coffee bar in the cafeteria since baristas will also show up. But I shouldn't have to apply mods to fix this sort of thing. Unsure if this would solve the issue with ThrifTea. Will need to test later.
Edit to add: This does solve the issue with ThrifTea counters not being manned, and of course works for the University Commons.
If anyone else is still having this issue and can add mods, try this one for now until EA gets their mess sorted out.
