[EBN] [ECO] Fairies can't enchant plants in the vertical garden item

Fairies cannot use their "Enchant Plant" interaction on plants that are growing from the Vertical Garden item. They can enchant with fairy dust. Was this a deliberate choice to avoid animating the fairies? Not sure if it is a bug.
