Could you please provide the following information

Are you using mods/cc in your game ? Please remove them and test without them if you do.
What platform are you playing on (PC, Mac, Playstation, XBox)
Is this the same game you had issues before or did you test a new one as well ?
Do you have the issue only in Ondarion still or other worlds too ?
Did you try turning the option on, saving, leaving the game, entering again and turning back off to see if that makes a difference ?
