Could you please provide the following information

Are you using mods/cc in your game ? Please remove them and test without them if you do.
What platform are you playing ?
Do they show up in fairy or human form ?

Not using mods

Fairy Form.
It happens every save file, without fail.

I am using mods but I have removed them and tested and it's still not working correctly. I play on PC. They show up in fairy form.
