The ferns on that plant hair that comes with enchanted nature, are glossy, but all the lipstick is not (and seemingly the eyeshadow, but I only have one glossy eyeshadow, so it's possible none of the makeup has gloss).
This is also true for certain non-maxis-match CC hairs.
I disabled mods, and even took out all the mods from the sims mod folder, so it's not that.
I also cleared the cache, so it's not that either.

This is from a new save game.
Notice how the glossiest lipstick is completely matte, and how the fern has shine.
