[ECO] Footprint still active With It Turned Off

That's not a bug. That toggle is for making things change the footprint. You've turned off changing the footprint, not the effects of the footprint. You need to get the footprint to neutral before turning it off or use the debug cheat to set it to neutral.

Eco_Footprint.Set_Eco_Footprint_State 1

This cheat sets it neutral.
