I have this, totally vanilla saves, old and new. No vendors or marketsales-sims spawn.
I tried all workarounds from thread in archives. No help. All 3 lot types only spawn few regular visitors, who do nothing as no NPC sims to NPC roles anymore at all.
These lots used to spawn lots of sims to roles.
Game is up to date. I only noticed now as the festival bug in past made me avoid Evergreen Harbor, but now I am back at playing there. Or try to..
