This issue is still ongoing on my side, and I would like to know if there is something that will be done about it. It's been months and this lot type became completely useless because of that.
I did additional testing by switching from object_based_situations_schedule to object_situation_shifts in the object tuning for the sales table (that contains the situation triggering NPC coming to sell objects for those lots, as the object_based_situations_schedule is now DEPRECIATED) and/or (tested both) checking the "use_object_provided_situations_schedule" in the zone directors of the community lot and each sub-types, but none of it worked.
