I am experiencing this too - minimal sims turning up and none of them interact with the objects. I play on pc with minimal mods but it is still happening with mods removed in a new save.
At first I thought it was because of all the couples occupying all the benches to gaze at the sky but now it's happening with benches removed.
The community spaces were my favourite lot type because there was always full of activity - now there is no activity at all.
