Every time my sim tries to make a Eco Upgrade part on the fabricator, it gets ignored. I can fabricate anything else, tested with/without mods and CC.

Is this what you are seeing: Fabricate Upgrade Part creates LastException ? Are you also getting a lastException file ?
The task just gets ignored, like the resume knitting bug.
