Same thing but with a university lot (dorm) this message is displayed and an orange exclamation point appears on this lot. This happens when I travel with any sims/household, if I first go to a lot next door and then travel to this lot it works. In construction mode everything is normal. With a new game I do not have this problem. I am on PC and have very few mods (this also happens with no mods)
