I honestly wish we had a toggle to just straight up turn off new/random townies being generated. I have every single pack, so I am not hurting for sims. It's even worse if I forget to turn off Neighbourhood Stories on a new save because then they're having/adopting kids and pets galore and they do not die off fast enough to warrant that level of generation.
I created a new save just the other day and played for around 3 hours. Normal lifespan, my sim started and remains a YA. I deleted somewhere between 20-30 single Sims that had spawned in that period. I do not have mods that impact the rate (although I wish I had one to turn this off).

The generation system is so overtuned, it makes sense that it would create "local" townies for places like Sulani, Mt Komorebi, Tomorang, Forgotten Hollow, etc. But even then, I can still have Bella and Mortimer Goth, Judith Ward, Nancy Landgraab, etc, showing up in those said worlds as "walk-bys" or knocking on my sims doors.
Seriously, what is the point of the game mass-creating all these "local townies" if it's just going to decide to spawn in Bella, Nancy, Knox, Olive, etc? Even worse, when a celebrity sim like Judith is selected to be a "guest/customer" on the lot, they quite literally break the functionality of the location because every sim will stop what they're doing to stand in a cemi-circle and gawk at the celebrity.

Actually, Tomarang, I've noticed, is completely roped off from the other worlds and prevents sims who don't already live there from turning up. Mind you, the reverse isn't true, and there's nothing preventing Tomarang locals, including the hordes of randomly generated Tomarang townies that the game generates from showing up in places like Willow Creek (for example), so the illusion that Tomarang is far, far away somewhere is ruined regardless.
But I agree with you. The townie generation system needs to go. Especially now that it's currently broken and completely out of control in certain packs (like Moschino and Werewolves).
