Just popping in to say the same is happening to me. My sims live in the same household and can't get married under the arch during a wedding event (My Wedding Stories or regular wedding) because it says "your fiancee is not around". However, they can get married under the arch if I'm not throwing a wedding event.

I tried having my Sims get married at the wedding arch at a wedding venue but it says the engaged sim isn't here. They are standing right next to each other. I tried doing it again and the same thing happens.

Attempted to throw a wedding at sims own home. No matter how close both parties were to the arch, the option was greyed out, stating the other sim wasnt on the lot. Tried making sim leave and come back, saving and reloading, moving in before hand. Could not make the option work.

I created a male sim for one of my female sims, did all the romantic interactions until my couple was bf/gf and got engaged.
I had my couple + my female sim’s teen son and his gf (4 sims total) travel to the Tartosa wedding venue, and my two sims can’t get married. The option to get married is greyed out, saying «The sim’s fiancée is not here. Get the other sim to come here first» ( translated from Norwegian, it might not be the exact same wording in English).
I can plan a wedding, I can plan a customized wedding, and I can fantasize about a weddding.
When choosing plan wedding, the option to get married is still greyed out.
I have tried the pre-made venue in Tartosa, and I’ve tried my own venue in Sulani.
The public wedding arches in Windenburg, San Myshuno and Brindleton Bay still works as intended, the issue seems to be specifically wedding venues.
And another thing, the plan wedding option changes my sims’ formal clothes to different clothes than what I have chosen for my sims.

I do not own my wedding stories. My sims are engaged and I tried to have a wedding. The wedding even worked. Everyone showed up dressed. I locked the toddlers into a play pin. I put a base game wedding arch down at a park and was able to click get married to partner. And then nothing. I tried clicking from both sims. Nothing. I switched out arches. Nothing. They can fantasize about weddings. They can even plan the wedding but they cannot get married. I canceled the wedding event. They are engaged with a full romance bar. Click on romance tab and the only thing that’s there is give massage. No option to elope. I went to a different lot with just the two of them and put a base game arch down, they were both standing there and it said your partner isn’t on the lot. Please fix this.

I had the same thing happen too with or without an officiant. Tried it a couple of times and it would not work. Switched out the arch to and it still didn't work. I did a recent video on it and caught the problem in action. Excuse my outburst. Finally got them to get married by clicking directly on them. Also, the Sim of Honor showed up after the wedding and the ring bearer never showed up.

Both Sims were in the same household.

Hi, I have discovered that my sims cannot get married on Wedding lots. First of all, when selecting the arch, the "exchange vows" is greyed out (as in the picture) and even if I use the interaction "exchange vows" from the Romantic menu, by clicking on the sim, and even if they complete this interaction, at the end of the wedding they are not married. So I changed the lot type and the interaction exchange vows was visible and accessible again.
I mention that I use mods, but, in the meantime, I recreated the entire Sims 4 folder and repaired the game and tested the game with and without mods. The result has been the same.
Another thing that I've discovered is that even if they do everything during the wedding when the exchange vows is functional and the lot type changed, at the end of it they are still engaged. The only solution for this is to place an arch on the residential lot and get them married. Then they receive the certificate and milestones. (PS: I think I have written this in the wrong section of the forum. I've tried to delete it and write it in the Bugs section, but I couldn't) .

I had a problem with sims getting married once and it turned out the solution was to have my two sims form a group. Then everything started working. Maybe your problem is the same?
