I have updated my game, the hot fix of March 18th, and my game still doesn't launch with cc installed. I still get the message "Failed to launch game" when cc is installed.

MidniteHearts This issue wasn't the one addressed in the hotfix patch (though the hotfix patch may have caused it). Thank you so much for helping with finding a solution!
After you do your folder supplying, you could try this, which has helped some players:
- Rename your user folder and have the game make a new one
- Copy mod/CC files back, but not the folders --- make new folders manually in the new Mods folder.
I will try these steps. What would I be renaming the user folder to for clarification?
