Failed to launch error/Fully Black Screen when using CC

I have updated my game, the hot fix of March 18th, and my game still doesn't launch with cc installed. I still get the message "Failed to launch game" when cc is installed.

So I tried the fix, and this is what happened during each step as I tried to add in more and more of my items.

Renamed the original folder to generate all new ones, game launched.
C&P'd my actual CC into the game, not the script mods. Game launched.
Added in script mods. Game launched.
Added in the saves and tray items (still C&Ping). Game launched.
I C&P'd my usersetting.ini file over (I hate having to redo all of my sound settings). Failed to launch.
Removed that file again. Game launched.
Closed the game to double check and relaunched it. Failed to launch.

So for me it partially worked? It's like it will load initially when I make the changes, and then failed when I tried to relaunch it after closing the game. It was kind of a hit or miss.
