Failed to launch error/Fully Black Screen when using CC

I also keep getting the failed to launch error message. It usually lets me push through after three attempts. Once I get into the game/CAS it quits. But it doesn't just quit the game it shuts down my whole computer and then requests admin controls to make changes to my computer. It did this three times in a row. After the third time I uninstalled everything, waited a couple days and then reinstalled. I opened a new save file with nothing, and then attempted to start another save file with Mods/CC installed. I was in CAS to make a brand new Sim for a brand new save, and it forced my whole computer system to quit, Then requested admin controls again. I even tried playing offline and the same thing happened.
