I have updated my game, the hot fix of March 18th, and my game still doesn't launch with cc installed. I still get the message "Failed to launch game" when cc is installed.

I'm having the same issue, too. The only solution I have found is to launch the game directly from the executable file. Go to: Program files (x86) > Origin games >The Sims 4 > Game > Bin > TS4_Launcher_x64. The game launches every time now. Maybe this will work for you?
may I ask, do you click run as administrator or did you just click on TS4_Launcher_64?
I just click on TS4_Launcher_x64. I don't run as administrator.

I'm testing the 64 bit executable... but the failed to run error came up again, but less often than trying to run from the EA App or the desktop shortcut.
