Failed to launch error/Fully Black Screen when using CC

I uninstalled the Sims 4 Mod Manager.  I did a Clean User Folder Approach.  I added only my Build/Buy Folder back in, no mods.  I tried to open the game, and got the same error message. Failed to launch game...An error on our end caused the launch to fail.  Tray again a little later.

PC, EA App, DX 11, I think Memory Boost is on automatic, nothing from Marketplace, no Onedrive or Cloud, internal drive, currently no external program to manage CC.

Additional Note:  I did see the lastcrash.txt file appear, it said Modded False.  There is no LastException file.

Did you disable any packs through ea app or other means ?

No, I have never disabled any packs.  Another odd thing I am noticing, not sure if it's important.  When I go to game options, 3 items are grayed out.  They are Gameplay, Environment, and Pack Settings.  

while in a save ?  Gameplay is only active while you are in a save game, I don't know what environment is and pack settings have been moved to the marketplace so if you still have that in the game options, that's odd.

Can you post a screenshot ?

It must be an issue with the ea app because my game loads with mods but cc is causing crashes. I’ve taken all cc out and added some folders back, after a few attempts the game loads and but then without adding something new it suddenly starts crashing again. It can’t be an issue with the cc I think 

Sinces I'm in a fresh install, I don't have any saved games nor tray files at this time.  I guess that explains the Gameplay being grayed out.  Not sure about the other two.  I have all Expansion packs, all Game and Stuff packs, only missing a couple of Kits, no maker packs.

does curseforge count as a mod manager?

These are all save specific. Pack settings are options specific to packs and environment is stuff like the lunar cycle

Same problem here. Game does not open, either keeps loading forever or brings me back to EA app. I'm not on a Mac, Mods folder is removed. I have restarted my computer, repaired the game, cache files deleted... nothing helped. 

I kept getting this last night after the hot fix for the patch. It happens when I launch game from the EA app. But I found if i launch from steam then it works no problems. I also tried launching from the desktop short cut but that fails as well. All my mods and CC have been checked and updated
