Can't really help as I don't play scenarios but it seems this might be a new tasks that you only get if you own LD (cause inheritance letter is tied to LD).

To be sure, do you own the pack ?

    I do own Life and Death. This is a base game scenario and I found 1 reddit post with the same problem from a year ago with this step, but unfortunately there was no solution.
