I haven't updated yet so I cannot say if this is still an issue for me but it was an issue for me prior to the update (it's also an available action when first clicking on a sim which means sims will do it autonomously at times for no reason)
I noted it on the sabotage thread as I assumed they were possibly related issues but I don't think it was fully taken into account as its own bug
