A little correction to my original post, the rooms which are splayed out all over the neighborhood are not just my sims house, but I realize it is also the interiors of ALL the other for-rent units on her residential rental lot. The sim in the photo provided in my OP was a sim who lives in Ravenwood. I have since tried the following variations to lot-loading attempts:
-Loading in a household from Willowcreek after exiting game without saving. Her house lot was bulldozed when I loaded in. THEN I had her travel to the exact same neighborhood in Willowcreek as the Ravenwood sim had, and tried loading the same two lots and they both bulldozed again, but the weird thing is that instead of the Willowcreek sims home-lot items splaying everywhere, it was still the Ravenwood Residential Rental lots that loaded. New screenshot below. Looks identical, but it is the Willowcreek sim this time. Worth noting: her home lot is a regular lot, not a rental.
2. I tried playing with a household who lives in a residential rental (Tomarang, this time) just to rule out if it was specific to Ravenwood rentals, and then tried to visit Oasis Springs in the same way I had done the Willowcreek attempts, and this time the Tomarang rental units showed up on the lots. So any played rental lots will load in on my second attempt to load in one base-game neighborhood.
Note that I had MCCC in my game the first few times I tried loading into these lots, and then I tried it without mods too but the results were the same.
