Supposedly this was fixed in a patch 2 years ago but it literally just happened again. Tenant refused to pay the fine, I went into the lease agreement and saw "Justly Evict" so I did that.

Just happened to me as well. Tenant broke a rule, refused to pay fine and was evicted - and I end up paying 500 for some reason.
