Tennant left, was only allowed to have max £5 rent. I went and moved an item in build mode, this reset the value enough for me to fill at better rent rate. But then has defaulted back.

I'm having the same issue. After installing business and hobbies, rentals that I've had for multiple generations lost all their tenants and max rent was reset to incredibly low amounts; i.e. $4 max rent on a 5 star rental with amazing amenities.
Workaround tried: I sent my sim to the rental and filled vacancy of one unit. Saved, quit, restarted. Unjustly evicted in person through the social menu. Loaded up the rental and my max rent was back up to previous on only that one unit, unit 1 of tranquil crescent. The other three units were still sitting at low max. Unfortunately looks like I'm going to have to do this for every single unit I have across my entire world.
