[FR] Pet adoption doesn't complete Discerning Dweller Aspiration to break rule

Vanilla game. My Sim needed to successfully break a rule to complete the Discerning Dweller Aspiration. The only rule was no pets. She adopted a kitten and successfully pleaded with the Landlord to forgive her breaking of the rule, but the milestone didn't complete. 

Her Tenant Agreement changed from no pets active to inactive.
