I am having this problem now too (a grey overlay preventing UI access, ad not appearing). It happened four times in the last three days (never before). This time, I waited several minutes to see if the missing ad would show up eventually - it doesn't.
I have to kill the process via Windows Task Manager and restart the game. So far, it has always worked on the second try.
Incredibly annoying.
