This had a forums post before but had been flagged as fixed and closed. It definitely is not fixed.
Any time I get a pop up that I want to read about (ie this one was after clicking on the pop up about the Grand Ball and reading the tabs on info about it), closing the information screen results in this greyed out main menu screen. There's no way past it except to force quit the game and restart.
