With a certain amount of positive reputation in the Get Famous Expansion Pack, you can get calls with job offers. However, I also get calls for the Gardener (Seasons) and Social Media (City Living) career, even though I do not own these packs.
I have had several mods and cc in the past, but I currently only have MC Command Center, adult mod and this UI Cheats Extension mod.

Peeking at the tuning, it appears the drama node for this has no pack tests of any kind. Sims get the drama node for a career call for reputation and it randomly picks a node to schedule from a list- and neither the list nor the node itself checks the owned packs.

I'm not sure there could possibly be more information provided than "The tests don't test for anything".
If the game chooses to offer you the Gardener career, it will run dramaNode_Reputation_Good_Career_Gardener, which contains no pack-related pre-tests to stop it from happening if you don't own Seasons. The drama node is allowed to run regardless of pack ownership.
There really is no more information to provide, it's a simple tuning error. It can be solved in a manner of minutes. A unique drama node for non-base-game careers with pack requirements is all it would take, and updating tunings that reflect the existing gardening/social media drama nodes so that they direct to the new ones instead.
(And while someone's in there doing that, feel free to add calls offering jobs other than Base Game, City Living, and Seaons...)
