Every time I play an actor the hair and make-up chair doesn't change my sim's appeance at all. The hair and make-up stays default, but the gig can be played as usual.

Confirming, changing skin tone to one of those highlighted by Lucy_Godwing worked.
No idea if this is a new bug or whether I have always been lucky with skin tone.

Unfortunately i think this was done on purpose as I look at he coding. Certain hair textures and styles are not available depending on skin tones. In the coding it instructs not to use on light skin tones, medium, and dark depending on what style so it just uses the default sim style. I think it is to prevent clashing. I am in the process of removing all of these blocks and hopefully i will be able to create a mod that gets rid of this.
