[GF] Fan Meet and Greet: Have Sims Become Happy not counting fans

During a Fan Meet and Greet, one of the tasks is to Have Sims Beome Happy at the Same Time, with the goal to have 3 happy. However, I have never seen it count more than 1 out of 3, and that only when the host celebrity is happy. It doesn't seem to count the attending fans, as can be seen in the attached screenshot, Panya Li is a fan and happy, yet the count of happy sims in the task is at 0.
