Every time an older sim tries to help a child learn to ride a bike or a child asks for help learning, the interaction is canceled with no reasoning, like being unable to walk there.

Here's some tips that I've used to get it to work.,
You need a lot of empty world space to practice riding a bike and for some reason, even more empty world space to ask for help riding a bike.
Both parent and child need to be in the location where they can practice when asking as they will not go to an empty space automatically. If it doesn't happen after a few tries, you need to move to a bigger empty space and try again.
Easiest method is to build a large empty lot specifically for practicing to ride bikes and going there as it's highly unlikely that you'll have enough room on your own lot to practice.
