I was also having this problem. After reading this thread, I removed the infant from the family, added them back and travelled to a different lot (Celebration Center in San Sequoia). All I had to do was play as the infant and click on 'sit up' and it FINALLY unlocked. It was driving me nuts not being able to use the highchair! Thankyou everyone who suggested these things. (But please EA - FIX IT)
