I'm a PS5 player too. I encountered this bug.
In my case, the baby wouldn't glow, the milestone message wouldn't appear, and the milestone wouldn't unlock even though I'd maxed out my skills. Once this bug occurred, all other milestones became unreachable. It's really unfortunate.
